The Small Business Owner’s Guide to the CARES Act: The $2.2 trillion federal relief package passed by Congress contains a variety of resources aimed at helping small businesses that have been harmed by the spread of coronavirus. Defense Production Act: President Donald Trump has issued an executive order invoking certain provisions of the Defense Production Act, which could be used to ramp up production of essential medical equipment. Manufacturers Deemed “Essential”- California Quickly Follows Suit: Yesterday, the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency issued guidance deeming many manufacturers to be “essential business,” and the NAM is calling on states and localities to adopt the guidance so that manufacturers and supply chains can maintain their normal work schedules to help respond to the COVID-19 crisis. Yesterday, the NAM urged governors and mayors to follow the federal guidance so manufacturers can continue to provide lifesaving goods and services. Almost immediately, California became the first state to adopt the federal guidance, and the NAM is working to encourage states like New York and Pennsylvania to follow suit.
U.S. Announces Restrictions on Nonessential Travel with Canada and Mexico: This week, President Trump announced that the United States and Canada would be restricting travel between the two countries to only essential travel. The travel restrictions do not apply to cross-border trade. DHS released a US-Canada Joint Initiative today explaining that “nonessential travel” refers to travel for tourism or recreational purposes. The restrictions go into effect on March 21 and will be in place for 30 days. Similar restrictions on nonessential travel between the U.S. and Mexico will also go into effect on March 21.

Senate Negotiating “Phase Three” Relief Bill: The Senate is negotiating the details of a “phase three” bill to aid businesses and workers during the COVID-19 crisis. The NAM will continue to ensure the unified voice of manufacturers is heard and to advocate for the provisions in our “COVID-19 Policy Action Plan Recommendations,” just as we did successfully as the “phase one” and “phase two” bills were developed.
