How does this Resource Management Plan affect New Mexicans? The BLM Resource Management Plan designates how federal lands are to be used in the county. Lands designated as Areas of Critical Environmental Concern or Lands with Wilderness Characteristics, may prohibit grazing of livestock or other human activity on federal lands.
