State adds “Turquoise Level” to Public Health Order

In the latest round of goalpost moving, the state has created a new color level for the ‘Red to Green’ county level Covid-19 restrictions. The “turquoise” level of local virus risk is attainable for counties who can remain at green levels (case incidence rate of no greater than 8 cases per 100,000 inhabitants during the most recent two-week period, and an average percent of positive COVID-19 test results over the most recent 14-day period less than or equal to 5%) for 14 days and allows for slightly less restrictions. The Turquoise Level includes provisions for expanded indoor dining, the operation of entertainment venues like theaters, bars and clubs and more.

This will be the first time since the onset of the pandemic that some of these businesses will be permitted to open. Large entertainment venues, recreational facilities, and bars have been closed for nearly a year but are now seeing a potential avenue for reopening. The Governor and state health officials are still curtailing the occupancy limits on all establishments, but this will be the first time many of these businesses have had any option to reopen at all.
